The Most Underestimated Number in an Agency Software Decision Isn’t the Price
Time-to-value belongs on the executive scoreboard. A five-line procurement framework for senior leaders evaluating any agency platform.

In every other operational decision an executive makes, time is part of the math. Time-to-market. Time-to-revenue. Lead time. Cycle time. Mean time to recovery. Time is a first-class number, and any vendor proposal that treats it as an afterthought gets sent back for revision.
Then we look at agency software, and somehow the conversation forgets time exists. Vendors quote a six-, eight-, ten-week implementation as if it were neutral information, a fact about the universe, like gravity. Buyers nod, sign the contract, and absorb the cost.
That cost is the most underestimated number in an agency software decision. And it is enormous.
Let me put it in terms an operator can feel. A six-week implementation is not just six weeks of cost. It is six weeks of two service operations running in parallel: the legacy system that still has the live book, and the new one being configured. It is six weeks of producer attention diverted to data validation. Six weeks of the CSR team learning two systems before they fully learn either. Six weeks of carriers and clients getting service from a team that is, by definition, distracted. The compounding cost of distraction is invisible on the implementation invoice. It is not invisible on the retention number ninety days later.
This isn’t a complaint about implementation. It’s a complaint about how the industry has priced and framed implementation. A long migration window is sold as evidence of seriousness. The longer the project plan, the more “enterprise” the vendor sounds. The buyer learns to associate complexity with capability, and to associate speed with risk. That association is exactly backwards.
The vendors who run six-week implementations don’t do so because data is uniquely hard in insurance. CSV import has been a solved problem since the early 2000s. They run six-week implementations because their products were architected around the assumption that a paid consultant would be the translation layer between messy real-world agency data and the receiving system. The implementation timeline is the architecture leaking into the calendar.
Once you see it, you can’t unsee it. Every long implementation is a vendor handing the buyer a bill for a problem the vendor’s own architecture created.
Why time-to-value matters at the executive level
Time-to-value is the metric that determines whether the change actually compounds. A two-day onboarding pays back the disruption inside the first month. A six-week onboarding doesn’t pay back the disruption until quarter two at the earliest, and only if nothing slips. In the real world, things slip. The longer the window, the more they slip. And when slippage is measured in weeks rather than days, the second-order costs (staff attrition, client confusion, missed renewals) start to dominate the first-order costs.
The commitment-shape problem
There is a second dimension to this that gets even less attention: commitment shape. Most agency software is sold on annual contracts with auto-renewal, plus a non-trivial termination fee. The model is sold as “predictability for the customer.” It is in fact predictability for the vendor and risk for the customer. The agency principal who discovers six months in that the new platform doesn’t fit the team has to choose between sunk-cost completion and an expensive exit. Neither option is good. Both options are baked into the deal structure on day one.
The alternative model is not exotic. Month-to-month, cancel anytime, refundable initial deposit. That structure exists in nearly every other B2B software category aimed at small and mid-sized operators. It exists because vendors who are confident in their product don’t need contract structure to keep customers. The fact that it has been historically rare in agency software is a comment on vendor confidence, not on customer risk.
The five-line executive scoreboard
What does an executive scoreboard for agency software actually look like, if we are honest about the numbers that matter?
Time-to-value, measured in days. Not weeks. The first useful workflow in production before the end of the first week.
Cost of switching out, measured in transparency. The vendor’s commitment to data portability, in writing, in the master agreement, not in a marketing FAQ.
Cost of switching in, measured in real terms. Implementation hours from the agency’s own staff. Not the vendor’s hours. The agency’s. That number is the one that determines whether the team gets through the migration with morale intact.
Per-seat math, measured across a three-year horizon. Most pricing comparisons stop at month one. The agencies that get squeezed are the ones that grow.
Adoption rate at ninety days. Not signed contracts. Not user provisioning. Actual logged-in, active, doing-the-work usage by the producers and CSRs the system was supposedly bought for.
After two decades running product and operating teams at large companies, including responsibility for a $420M global P&L, I keep noticing how often agency software is bought against the wrong scoreboard. The procurement framework looks like an enterprise IT framework: features, modules, integration counts, customization depth. The framework that would actually serve the agency is closer to the framework you’d use to buy operational equipment for a working business. How fast does it produce value? How easy is it to switch off if it fails? Who carries the cost of the transition? Those are the questions.
The honest version of the operating-system pitch is that the time numbers are different. Import in an hour. First useful workflow in production in days. Cancel any month. Founding-partner deposit refundable. Those aren’t sales features. They are architectural commitments expressed as terms.
The next decade of agency infrastructure will be won by vendors who put time on the scoreboard and lost by vendors who keep pretending the calendar isn’t part of the deal.
